Ingredients
1/2 pound elbow macaroni
3 tablespoons butter
3 tablespoons all-purpose flour
2 cups whole milk
1 teaspoon garlic powder
1 teaspoon onion powder
1/4 teaspoon ground nutmeg
Salt and pepper to taste
2 cups shredded sharp cheddar cheese, divided
1/4 cup grated Parmesan cheese, divided
2 tablespoons chopped fresh parsley leaves
2 tablespoons chopped fresh chives
Directions
Preheat the oven to 375 degrees. Grease a 13x9-inch baking pan. Bring a pot of salted water to a boil over high heat. Cook the pasta until it is just beginning to soften to the al dente stage. Drain the pasta, run it under cold water, and return it to the pot.
